When installing Mac OS X Tiger for the first time, you haven’t chosen the X11 package (it is the case when you receive a brand new MacBook with Mac OS X Tiger preinstalled) ; then, you need to install applications based on X11 libraries (OpenOffice is an example).
Take your Mac OS X Installation DVD (or sometimes 2 Discs), open a Terminal then go to :
cd /Volumes -> Mac OS X Install Disc 1 -> System -> Installation -> Packages
Copy X11User.pkg to your desktop (cp -r X11User.pkg ~/Desktop/)
Then double click on this Package located on your desktop and follow the instructions.
You should be able then to use OpenOffice for the Mac without any problems.
